This post contains provisions from Bangsamoro Autonomy Act No. 46, otherwise known as the Bangsamoro Local Governance Code of 2023, which only applies to barangays in the BARMM region. Such provisions are italicized for emphasis.
Organization and Composition:
The Punong Barangay shall organize or reconstitute the Barangay Development Council (BDC), through an issuance of Executive Order (EO) within 100 days upon assumption to Office.
Chairperson: Punong Barangay
Members:
- All Members of the Sangguniang Barangay
- A representative from the Congressman
- Representative of a Member of Parliament (for Barangays in the BARMM Region)
- Representatives of accredited non-governmental organizations operating in the barangay who shall constitute not less than one fourth (1/4) of the members of the fully organized council;
Functions:
The following shall be the function of the BDC:
- Mobilize people’s participation in local development efforts;
- Prepare barangay development plans (BDP) based on local requirements;
- Monitor and evaluate the implementation of national or local programs and projects;
- Act as the barangay Disaster Risk Reduction and Management Council (DRRMC), in accordance with R.A. No. 10121, otherwise known as the “Philippine Disaster Risk Reduction and Management Act of 2010” (for barangays in the BARMM Region); and
- Perform such other functions as may be provided by law or competent authority;
BDC Executive Committee (EXECOM)
An executive committee shall be created within 30 days upon organization/reconstitution of the BDC to represent and act in behalf of the council when the latter is not in session.
Composition of the BDC ExeCom
Chairperson: Punong Barangay
Members:
- Representative of the Sangguniang Barangay to be chosen from among its members, and
- A representative from NGOs that are represented in the council as members
Powers and Functions of the ExeCom
- Ensure that the decision of the council are faithfully carried out and implemented;
- Act on matters requiring immediate attention or action by the council;
- Formulate policies, plans and programs based on the general principles laid down by the council; and
- Act on other matters that may be authorized by the council.
BDC Secretariat
A BDC secretariat headed by the Barangay Secretary shall be constituted and shall:
- Provide technical support to the BDC;
- Document the Council’s proceedings;
- Prepare the Council’s reports;
- Provide other assistance as may be required in the discharge of its functions.
